Radio host Mark Levin and I have been having a bit of a back and forth on the subject of presidential war powers. I have now challenged him to produce a shred of evidence for his position. The particular shred I am looking for is a single Federalist during the time the Constitution was pending — it can be someone speaking at the ratifying conventions of any of the states, or giving a public lecture, or in a newspaper article, or wherever — who said the president would have the power to launch non-defensive wars without the consent of Congress.
